Cheapest would be to buy an iPaq with a scruffy case and dead 
battery... You'll never build a Balloon for less. Ebay is a good 
hunting ground for such things - cast-off consumer gear is 
astonishingly cheap...
Also, if you're looking for a PC, Balloon isn't ideal, without a lot of 
work - I'd hope you can find a cast-off PC locally that'll fit your 
needs better (as long as you don't need the low power features of 
Balloon).
