Someone else will answer this, I suspect.

No, Certainly not if you're using the expansion bus for anything 
else. If the CF is the only thing on the expansion bus, then the 
hardware should be able to support hot-swap, but it certainly 
wasn't the intended mode. Boot with what you want to run... 
(Balloon3 may support hot-swap, but it's not a strong 
requirement)
