Various balloon subgroups have been using their own IRC channels for
internal comms. We agreed to all start using the same one to facilitate
better comms.

Thus the official Balloonboard IRC channel is now at
irc.oftc.org#balloon

Please hang out there if you are interested in balloon, or have questions,
or would like to lend a hand, or are already involved.
