We sent a few boards (balloon2) back to Barric after ChrisJ and I and
XJTAG (mostly Chris) identified various faults. 3 of them had 'can't
talk to the Xilinx over JTAG at all'. Even though at least one had
clearly had it working in the past as it was programmed and booting.

I was mildly amazed to find that replacing the xilinxes has made all
three boards work fine. We have a couple more like that so I am
encouraged to go and get them spannered too now.
