FGPA support in the bootloader is in subversion, but the VHDL stuff
isn't. So on the basis of the above I've just checked it in to
balloon/trunk/vhdl, and tagged it 'P1-release'. 

Everyone please work in svn from now on, branching if you
need to do intrusive stuff.
