Not necessarily.

The CPU isn't doing any heavy computations when it's accessing flash.
It's likely just stalling and possibly busy-waiting on flash I/O to
complete.  You could probably underclock or overclock the CPU within
a fairly wide range of MhZes and you'd get the same bandwidth numbers.
