While working my way through the balloon boot loader code doing a clean up
I've come across some code for the SPOT arch that allows a power off from
software by doing a GPIO_GPCR_WRITE(SPOT_POWER_LATCH);

Does balloon have a similar facility? Do we want it available as a bootldr
"halt" command if it does?
