[Balloon] requests for V2.06

Good hello, Steve.

When we emc tested the previous version, we were able to drastically
lower emissions by sticking a 0603 1nF ceramic between the 5V and 0V
pads by the pinko.

SL35 generates 3.3V for the board, so we're assuming that a similar cap
between 3.3V and 0V will have a similar effect.

Perhaps you could allow for these on next version?
