Just filed #521060 which turns out to be blocking the use of the
framebuffer in X on balloon3.

The workaround is:
balloon:/home/neil# cat debconf-test
xserver-xorg xserver-xorg/config/device/use_fbdev boolean true
xserver-xorg xserver-xorg/config/device/driver select fbdev
xserver-xorg xserver-xorg/config/device/driver string fbdev
balloon:/home/neil# debconf-set-selections debconf-test
balloon:/home/neil# dexconf
At this point X starts cleanly without any manual configuration of
xorg.conf.
(dexconf is part of the xserver-xorg package and it's what
dpkg-reconfigure actually calls to write out /etc/X11/xorg.conf and
handle the renaming of existing ones etc.)
But running dpkg-reconfigure xserver-xorg will disable it again. :-(
At least until 521060 is fixed.
