man sync:

DESCRIPTION
        Force changed blocks to disk, update the super block.


I've never seen that sync closes open files so I see no expectation for
that but if I'm reading the man page correctly it seems the headers
should be put out too.

It does not seem to be a case where an individual fs should decide what
the "desired" functionality is.
