This has gone out with Balloon 2 boards, and of course there has been no
reaction to it. It is apparently based on Open Source ideas.

DEFINITIONS:
HARDWARE INFORMATION shall mean the schematics, logic equations,
bills-of-materials, manufacturing and assembly information,
documentation, web site images and any associated information included.
These are the subject of LICENCE 1 Below.
DEVICE shall mean a physical object based on all or part of the HARDWARE
INFORMATION.
DESIGN FILES shall mean PCB layout Protel or Gerber files, which are the
subject of LICENCE 2, below.
LICENCE 1: Copyright in this HARDWARE INFORMATION belongs to COPYRIGHT
HOLDER and other parties. The following terms apply to all files
associated with the HARDWARE INFORMATION unless explicitly disclaimed in
individual files. The authors hereby grant non-exclusive permission to
use, copy and distribute, this HARDWARE INFORMATION, and to build, sell
or otherwise distribute an unlimited number of DEVICES for any purpose,
provided that existing Copyright notices are retained in all copies and
that this notice is included verbatim with or in any distributions of
hardware or software. No written agreement, license, or royalty fee is
required for any of the authorised uses.
LICENCE 2: Copyright in the DESIGN FILES belongs to COPYRIGHT HOLDER and
other parties. The following terms apply to all files associated with
