RE: [Balloon] Balloon Open Hardware Licence

Indeed you are correct this is not what is intended and the phrase "Public
Domain" is inappropriate. (Wookey has also pointed out the same thing in his
review of the BOHL).

As you point out it is important to be able to provide open access to the
Hardware Design Files under certain circumstances so I certainly don't want
to remove this clause. Suggestions for alternative wordings anyone?

(Paul, Am I to take it that the rest sounds acceptable?).
